In an effort to address labor shortages in Europe’s largest economy, the government of Chancellor Olaf Scholz unveiled draft immigration, skills training, and immigration promotion reforms on Wednesday.
According to Labor Minister Hubertus Heil, “Securing our skilled labor base is one of Germany’s biggest economic tasks for the coming decades.”

After the reforms were approved by the cabinet, Finance Minister Christian Lindner tweeted, “With this, we are laying the foundation for a new start in migration policy.” Any individual who can add to the country’s financial accomplishment as a gifted laborer is gladly received.”
According to a report from Reuters, the reform could result in an annual increase of 60,000 workers from nations outside the EU, as stated in the draft law.
Germany’s Interior Minister Nancy Faeser stated, “We will make it possible for people to gain a foothold in our labor market if they bring professional experience or personal potential with them.”
It offers foreign workers three pathways to enter the country
- The first one requires an employment contract and a professional or university degree that is recognized in Germany.
- The second requires a degree or vocational training in addition to at least two years of relevant work experience.
- The third is a brand-new “opportunity card” for people who have the potential to find work but do not currently have a job offer. The opportunity card uses a points-based system that takes into account age, qualifications, professional experience, language skills, and ties to Germany.
Additionally, an education law that grants young people access to paid off-the-job training was approved by the cabinet. For the duration of the training, the Federal Labour Agency of Germany will cover up to 67% of the net salary.
